I struggled a lot to Unlock my Redmi Note 9 Pro Joyeuse, (I probably missed some things) here is how I worked it out :
- Upgrading rom
- Updated rom with built in upgrades to v12.0.2.0.QJZEUXM (Android Q Europe)
- Updated rom manually to v12.0.4.0.QJZEUXM (Android Q Europe) as recommended here in french https://c.mi.com/thread-3825327-1-0.html
- Using Xiaomi unlock tool
- Install the software Apply for permissions to unlock Mi devices
- Log in with Mi account
- Restart phone in fastboot mode
- placing SIM in #1 slot may help
- Some days after all this, Rom upgrade from Q to R showed up, I also manually upgraded to the latest available Rom I found on miui website https://c.mi.com/fr/miuidownload/detail?device=1900378
- Following @rasos suggestions I used Orangefox recovery as “recovery-e-0.18-r-20211017141319-dev-miatoll.img” really looks like Xiaomi’s one https://orangefox.download/fr-FR/device/miatoll
- you need to go to “wipe” tab, choose “Format data” tab and write yes
- then go to “menu” tab, click “ADB & Sideload” swipe and continue to follow Install /e/ on a Xiaomi POCO M2 Pro / Redmi Note 9S / Redmi Note 9 Pro / Redmi Note 9 Pro Max - “miatoll” from “Steps to install /e/OS from recovery” step 9
